Final transnational meeting of
Project Civil Service Apprentiship

On 22 November 2006 have been held in Roma at CNEL the Final meeting on project Civil Service Apprentiship.
The project Civil Service Apprentiship, co-financing from Leonardo da Vinci Programme 2000 – 2006, has focused on aim to make skills more valuable, subjected to monitoring and able to be tested. The skills involved are those learnt in a not formal way, from volunteer civil service practices by young people, a first aim that cannot be avoided in order to make fruitful use of these skills necessary to get a job, mainly for women. The aims of the project were valorization of European experiences of volunteer civil service; design of effective training approaches able to transform skills from not formal activity into a chance to raise employability; development of tools and methods of monitoring and evaluation to promote the diffusion of a clear and measurable not formal learning, above all in a context of civil service; definition of guide lines to design paths learning of not formal learning, whose competencies would appear able to be monitored and measured.
The partner have been attend were: Italy, with Cenasca Cisl, project leader, Cesfor, and l’Erifo, the Bulgaria with EPA 21st CENTURY, the Spain with CECE and Netherland with Stichting Europees Centrum EVC.

The expounded outcomes during the meeting had a similar traits: the activities had always respected a twofold level one general, to uniform, and one particular, to set off the differces between countries’ partner.
From the opening of the meeting with the welcome of the President of the Cenasca, Arsenio Carosi, and Vice-president of the CNEL, Giuseppe Acocella, has spoken about the twofold garment of the not formal training like training of the young people not only for an active inclusion in the working world but also like coaching to one aware citizenship. In particular they have been emphasized like more competent and more aware young people create societies with a constant and long-lasting development. This concept has been repeated also during the presentations of analyses’ outcomes about the excellent experiences, adding the importance of the state-controlled like guarantee for the certification of the competences and like greater aware by the institutions about the importance of a planned moment of passage from the training to the job. From the analyses of the excellent cases executed by the partners have been confirmed also an other element that the not formal training prepares not only to a “job” but also to a professional relationship and take great care over the enhancement of the social values.
The project previewed also a certification of the acquired competences, the Declaration of the Competences, issued by the institution with the young people has carried out the civil service. The Declaration is the result of three step: it turns out of a questionnaire filled in income, in order to emerge the competences in possession of the young person at the beginning of the experience, and a questionnaire filled in outcome that evidences the acquired competences and, third, the description of the gap that coincide with the learning was over during the civil service. First part of the morning has been concluded from Francesca Trani, by Isfol and tutor in charge of the project. Trani has introduced the program of European Community 2007-2013 emphasizing as it come out by these outcomes and like they are important to become the base of the successive programming.

The second part of the morning has been spent with a round table with title The civil service: Citizenship and competences, the chairman was Arsenio Carosi, President of the Cenasca Cisl.
The round table have been open by Undersecretary to Welfare Ministry Cristina De Luca, that express a interest by the Government about this kind of training that train whether to job world or a aware and proactive citizen. To strengthen this interest announce that on 15 on December will be a meeting in Rome with 5000 young volunteers that have been carried out to civil service. In this meeting will be present also the Italian Republic President Napolitano.
Fausto Casini, of the CNCESC, Maria Paola Tavazza, of the Federsolidarietà, and Don Giancarlo Perego, of the Caritas, have been notice as the non formal training is a vocational training but also a personal coach to be a aware and participatory citizen.
They have expressed the importance to guarantee the quality and to open the possibility to participate to the project of civil service to all young people, also to the foreign
In order to guarantee these two items is necessary that the organizations that host the voluntary young people are organizations that have the culture of the civil service that is that they converse with the volunteer in constructive way, but also, referring in particular to the project, than the monitoring will be adjust to a level more low, to allow a wider access.
The meeting has been closed by Sergio Betti, Secretary Confederal Cisl that he has intentional to point out to a own worry that is the risk that behind the civil service can hide a use of the young resources to low cost and that the civil service cannot succeed to being instead a moment of professional and civil increase.
