Topics of monitoring system of CIVIL SERVICE APPRENTISHIP

The third phase of CIVIL SERVICE APPRENTISHIP project aims to identify and develop a monitoring and evaluating system of non formal learning in the voluntary civil service
The monitoring and evaluating system was developed from a field research, realized through questioners/tests and targeted to a reasoned sample of volunteers of the Italian civil service, this research enabled to draw a socio-motivational identikit of the Italian volunteers
The experimentation carried out has been focused on pre-professional basic and transversal competences, those that are always more requested on the labour market, in comparison with those technical or specific ones.

The structure of monitoring value “cognitive competencies”, “volitive competencies” and “aptitude competencies”, doesn’t not take in account the threshold competences that are requested from the civil service, these competences will be defined in the projectual phase of civil service, in the criterion’s definition of pre-selection phase.

The aims of the monitoring are synthetically in a diachronic measurement, during civil service experience, of the competences resulting for volunteer.

This monitoring system aims, therefore, to photograph the ability of knowledge using and control at the start up of civil service and at the end, starting from the assumption that eventual gaps (positive or negative) are the results of the learning (formal, non formal and informal) acquired during this experience.

To “validate” acquired competences it is proposed to adopt the “declaration of competences”. This declaration will represent the final result of the monitoring and will be given by service managing organization. The declaration, as it do not represent an official certificate, do not request special exam commission, but at the same time can be recognized as training credit. It simply declares that the volunteer have participated to a learning path, but it is more rich than simple frequency certificate, as it contains following informations:

• Of contents, didactic activities and training experiences carried out during the learning path;
• Of competences that the volunteer have acquired during the training path, as well as modalities use for assessment The assessment that make use of this monitoring system.

Generally, the declaration will be given by the organization in charge of civil service project and will be edited by local project’s responsible.

The criterion to be respected regards the compiling and should contain:

• personal data
• purpose of the experience
• activities carried out
• volitive, cognitive and attitudinal competences acquired (the description of the gap at the start up situation and at the final situation)
• assessment modalities
• availability for spending: how they can be used, in which context, with which exchange value.

The declaration of competences should be edit starting by data collection schedule and should report especially those competences that have been valorized during the civil service experience.

It is necessary to underline that in the declaration there is suggested not to mention competences resulting decreasing as it lies outside the interest. The declaration, in fact, aims to validate those competences that have been enriched during the civil service. This choice is motivated also by the difference of contexts and ambits of civil service projects’ activities. The consequence, as finalities and tasks are different, only some competences can register the connection with civil service.
