MONITORING OF THE COMPETENCES DERIVING FROM THE VOLUNTARY CIVIL SERVICE

The system of monitoring and evaluation of not formal learning constitutes a part of the third action of CSA project. This is ended to the definition of a system of detecting of several levels coming from experiences of civil service.
The very finality of the project is to help to detective the value of not formal learning so that the learnt skills by young people can facilitate their employability. It should be a moment of individual and professional raise that is possible through the development of basic and social competences. The experimentation of monitoring will take place in those contexts of civil service that concern job creation, cultural promotion and citizen’s services.
The experimentation previews three phases of monitoring: in the first phase supervises the competences to attitudes at the start up of the civil service; the second phase concerns the monitoring of the competences to attitudes in itinere (in the middle of the voluntary service project). Finally the third phase monitoring the competences in advanced phase of the voluntary service.
For this aim the questionnaire represents an excellent tool; it consents the measurement of a phenomenon in quantitative mode; it guarantees the standardization of the thrusts: the questions of the questionnaire are placed in the same order and with the same terms to all the subjects. This characteristic allows to collect information about the subject of research in a uniform way and to confront the answers between them.
The monitoring questionnaire has a double purpose: on one side it wants to help the volunteers and the project responsible to take conscience about the importance of some competences and convictions regarding the world of the job. From the other one it aspires to concur a founded and systematic formulation of the training programs in the field of the civil service, trying of monitor changes of their convictions and competences in the course of the experience.
In this context some prerequisites are analyzed, as an acquaintance, ability and personal resources not specific for a working context, but important for the training and the professional and general preparation of the person. The convictions, instead are invested regarding the cross sectional competencies; useful for a working and organizational behaviour.
The questionnaire is made up of 12 exploratory areas grouped into four great sections.
The first part of the first section regards the general information about the young people, his/her formation experiences, his/her work experiences and the expectations regarding the civil service.
The second section is dedicated to the monitoring of the ability of data interpretation, as decisional and analytic ability of the subject, starting from numerical data. There is another part called “Using words” that is dedicated to competence and linguistic monitoring; the last one is dedicated to the critic comprehension of the text monitoring.
The third section analyses volunteer’s competences and convictions.
The fourth area is dedicated to the evaluation of the inclinations, aspirations and needs of which the volunteer are bearers. It analyses the professional interests, to outside of the concrete possibilities of being able to realize them. Is very important to specify that the interest does not regard the ability but the desires.
