Civil service in East European Countries            

This report is an output by the first phase of the Leonardo da Vinci project “Civil Service Apprenticeship” and responds to the first action tasks: analysis of experience of non-formal learning in the countries from East Europe – Bulgaria, Romania – preaccsesion countries, Latvia and Poland – new member states.
There were presented 8 cases as follows; Bulgaria -3; Romania - 2; Latvia – 2 and Poland – 1.
The experience described covered the next sectors: redundant military servicemen, unemployment young people up to 29 years old, SMEs and SMEs managers, European Apprenticeship for students.
In the countries from east Europe still not exists system for CSA. The existing legislation documents provided for the moment good basis for development and implementation of different European Union programme as instrument for CSA.

More of the training and learning activities and project are most oriented to support the CVT and tasks set by the National Plans for Employment.

In the field of providing training possibilities for military servances, it is important to mention that these projects is strongly, design, carry out and implement with the support of West NATO partners and repeat the good practices and experience yet performed in this field.

A significant impact especially has the PHARE programme in these countries and gives widest possibilities for CSA and participation of widest number of national. Regional and local provider of such possibilities.
The training provides are ; universities, training centers, NGOs and specialized bodies for supporting military servants from military to civil society movement.
There is no specific low for legislation concerning voluntary work. Only the NGOs offered in some cases volunteer to carry out training sessions and activities.

Thanks to the European funds more of the learning activities are offered financial support or are free of charge. Big parts of financial expense are covered by the statements of national Plans for employment.
