CIVIL SERVICE APPRENTISHIP

The "CIVIL SERVICE APPRENTISHIP" project re-enters in the communitarian Program of action in matter of professional training Leonardo da Vinci.

The organizations partners are: CECE for the partners Spanish, EPA 21st CENTURY for Bulgaria, EVC for Holland, the Cenasca Cisl, Cesfor and Erifo for Italy.

The Cenasca Cisl will be the coordinator of the entire project in quality of promoter.
"CIVIL SERVICE APPRENTISHIP" is a pilot project and is born to make skills more valuable, subjected to monitoring and able to be tested. The skills involved are those learnt in a not formal way, from volunteer civil service practices by young people. This need represents a first aim that cannot be avoided to let these skills useful to get a job.
Moreover this need supplies an awareness process, by young people, to understand better what exactly they got as expertise during the civil service period.

The project Analysis of main experiences of not formal learning realized in Europe and Eastern Europe concerning civil service, to let strength and weak points be visible to all deciders and operators of training of not formal learning, considering the future employability for beneficiaries.
The results will therefore be discussed trough a monitoring and evaluation system.

The proposal has the task to lessen the gender discrimination whenever skills and competencies are required in workplaces.

The results will be interpreted, therefore, with a conceptual model called S.W.O.T. analysis that will display a comparative analysis of competencies and figures, and an evaluation of the impact in relation to the national context and background of members’ countries.

The general aims of the project may be summed up from this
following points:

  • valorization of European experiences ad cases of volunteer civil service that let people obtain skills from not formal learning, through comparative methods of best practices and tools;
  • design of effective training approaches able to transform skills from not formal activity into a chance to raise employability with the same workings of “apprendistato” (something close to stage), a typical Italian institution;

  • development of tools and methods to monitor and evaluation to promote the diffusion of a clear and measurable not formal learning, even in a context of civil service or similar experiences;

  • definition of guide lines to design paths learning of not formal learning, whose competencies would appear able to be monitored and measured;

  • dissemination of results in a European level, with specific diffusion in the Countries where partners come from.
  • the experimentation of the beginning path and tools of not formal learning experiences will be focused mostly in these contexts of civil services that concern with job creation sector, with cultural promotion and citizen’ sake services
     

From an executive point of view, the project in three macro-actions, one testing and trasversal action, and the last one action is a diffusion one of products to promote the adoption of guide lines and the developed paths by decision takers and executives of training and associated organizations for civil service. The dissemination will be carried on by all partners. Macro-actions’aims are strictly connected

The first action is ended to elaborate of a map of the competencies that can come from not formal learning during volunteer civil service jobs.

The second action aims to elaborate of a beginning path of not formal learning.

The third action is ended to the definition of monitoring and evaluation system of not formal learning.

The fourth action is a diffusion one of products to promote the adoption of the final documentation.

Cenasca Cisl - Centro Nazionale Associazionismo Sociale Cooperazione Autogestione.
CENASCA is an organism of the Italian trade-union CISL. It's an association which manages with cooperatives.

CENASCA has main aims:

Job promotion: in Italy many companies were created but they haven’t long life. CENASCA’s aims is to help people which want to create new companies making a real information action about programming the birth and the development of the company.

Cooperation: CENASCA engage in promotion of cooperation and research action about European Italian and regional cooperation laws.

Non-profit: CENASCA is working at the creation of data bank about disabled workers employment laws.

Since 1985 Cenasca has promoted Civil Service with conscientious objectors (L.230/98) and, since 2003, civil service volunteers (L.64/01).
CENASCA provides high-quality and personalized consulting services for small business start-ups; business placement; on-the-job professional training; and project finance. Develops solidarity among the disadvantaged and promotes employment commensurate with the values of Cisl by encouraging social co-operation and innovative forms of entrepreneurship.
One of CENASCA’s service is ALCOT. This service supports the growth of Small and Medium Business Enterprises (SME). Favors the exchange of best business practices and services. Its value is the respects of the independence of everyone. Its mission is builds up a business network based on trust and professional values
CENASCA has its monthly CENASCA NEWS is a publication of trade-union political and economic information.


CE.S.F.OR. Centro Studi Formazione Orientamento
Is a no profit Association, established with public act in the year 2000.
The Association is constituted by: Member Meeting, Directive Committee, President of Directive Committee

Ce.S.F.Or works whith a quality certification for: guidance, training and research. It is licensed by Regione Lazio for the Guidance and by Ministero dell’Istruzione, Università e Ricerca (Education Ministry) for the Training.

Ce.S.F.Or’s aims are:

- to promote work placement and social inclusion of citizens, as well as their self-realization by guidance, lifefong learning, vocational rise and self-promotion;
- to promote the development of organizations by knowledge, new technologies, training and learning organization, vocational training, firm culture.
- to pursue the satisfaction of the users and their organizations;
- to integrate in the European Community, by ad hoc projects for the development, the citizens to support the exchange between cultures and the diffusion of the best practices to improve life quality.
 

Ce.S.F.Or. turns its activities to all citizens and all organizations that have to face changes, supporting them and driving them in choices, in more effective solutions, to improve their social dimention.
Ce.S.F.Or. manages training and counselling for human resources.


E.RI.FO. Ente per la ricerca e la formazione – Erifo is a research and orientation non for profit organization that is executive on social research. Erifo got on April 2003 the Quality Certification ISO 9001 concerning research and the Accreditation at Regione Lazio for orientation activities.

The activities of the Association deal mostly with promotion, design and execution of studies concerning:

• Labor market
• Industrial relation
• Equal opportunities (i.e. gender issues)
• Education and training
• Welfare and citizenship rights
• Economic and local development
• Sustainable development and quality

Erifo is proficient in:

• Quantitative research
• Qualitative research
• Skills and competencies balance
• Development of prototype training models
• Planning to make part to regional, national and communitarian projects
• Coordination and comprehensive management of regional, national and Communitarian projects
 

EPA 21 st CENTURY is non-profit organisation. It was established in 2000 and only during the 2001 year there are two international projects which the foundation is carring out under the Grundtvig /promoter/ program and OSF programme in Bulgaria. More of the experts of the foundation is real researcher in the National Institute of Education, Universities and other Governmental/State institutions. The Foundation is professional research, educational, consult and co-ordination unit solving problems and issues related to VET, Adult education and lifelong learning. The EPA contribute to developing projects and programmes within the framework of national and international priorities.
Activities: curriculum development; assessment and evaluation; development strategies with social partners; development occupational profile.
Concept: CVT; role of adult education in the period of transition; LLL
Co-ordination and consultation: co-operation with schools and social partners; co-operation with the similar institution from Europe for project development.
Information: development information matherials and other support matherials for career quidance.


EVC for Holland/ Foundation for Research on Prior Learning
The Foundation wants to strenghten the integral process of knowledge and information about general and specific aspects of the "Validation of non-formal and informal learning (VL+)" by:
- stimulating research in this field,
- developing and implementing experiments and projects on sectoral, national and European levels,
- disseminating results and good practice of the use of VL+.
The Foundation works closely together with the Dutch Knowledge centre on APL - Kenniscentrum EVC - in Houten.
In setting up this Kenniscentrum EVC, the Dutch government’s intention is to promote the application of APL-systematics in the Netherlands. The initiative also enjoys the support of the social partners and educational umbrella organisations.
The Stichting Kenniscentrum EVC studies, accumulates and distributes information on every imaginable aspect of VL+, such as national and international information pertaining to VL+ projects, procedures, instruments, financing, yield and legislation. Incidental bottlenecks in the sphere of legislation and regulations are surveyed and discussed with the responsible authorities.


CECE Madrid, Spain is the SPANISH EDUCATIONAL CENTRES CONFEDERATION. It is extended in the whole Spanish territory and gathers more than 5000 small and middle-sized centres of all tendencies and orientations. It has a confederate structure, for it comprises territorial associations distributed all over the Spanish territory: Galicia, Cataluña, Andalucía, Levante, País Vasco, Castilla y Extremadura are the regions with more implantation in our Association.
In each one of the regional group we find all types of enterprises represented: Academies, Centres of Infant and Primary education, Centres of Secondary education, Centres of a great variation of Vocational Education, Music Conservatories, Hairdressers Teaching Centres, Centres of Special Education and of Tourism.

• To create and maintain its own services of common interest.
• To support and promote individual initiatives.
• To carry out the precise activities to facilitate training for heads, staff and teachers and to promote innovation in all the fields.

Leonardo da Vinci Program

The Leonardo da Vinci Community vocational training action programme, introduced on december in 1994, is now entering its second phase (1 January 2000 to 31 December 2006).
Promoting a Europe of knowledge is central to the implementation of the programme, which seeks to consolidate a European co-operation area for education and training.
The programme actively supports the lifelong training policies conducted by the Member States. It supports innovative transnational initiatives for promoting the knowledge, aptitudes and skills necessary for successful integration into working life and the full exercise of citizenship, and affords scope for links with other Community initiatives - particularly the Socrates and Youth programmes - by supporting joint actions.
